The main road leading towards the frontier (shown on the centre of the picture) runs perpendicular across the runway.

A barrier is lowered on each end of the road running across the runway preventing the flow of pedestrians and vehicular traffic whenever an aircraft is landing or taking off.

On this picture an aircraft was due to take off and the barriers had been lowered, thus the section of road crossing the runway is free of pedestrians and vehicles.
